je suis célibataire : je ne suis ni marié(e) ni lié(e) par un pacte civil de solidarité (PACS).
Cette attestation est établie pour servir et valoir ce que de droit.

I am single: I am neither married nor bound by a civil solidarity pact (PACS).
This statement is issued to serve whatever legal purpose it may.
When to use it? Marriage file, consular procedure, bank, social organisation.
Good to know: to marry in France, the town hall also asks for a recent birth certificate; abroad, the consulate may require an official certificate.
